The evaporative cooler is not going to work real well because there is high humidity where you live. You needed a refrigerated air conditioner that fits in you window. They come in different sized depending on what size room you want to cool. You can buy them at Lowe's or Home Depot, or even Wal-mart.

If the evaporative cooler is all you can afford then use it, but it will make things very damp in your bedroom and lead to mildew and mold growth.

If you buy a refrigerated air conditioner be sure and measure your window opening to buy the right size.
